China’s representative: Ten facts of the US’s adverse practices in the field of disarmament and international security

On October 9, the general debate of the Committee on Disarmament and international security of the 75th session of the UN General Assembly was held on 9 October. The representative of the United States falsely claimed that Russia and China continue to develop nuclear forces, thus seriously threatening international peace and security. In exercise of the right of reply, Geng Shuang, Deputy Permanent Representative of China to the United Nations, cited 10 facts of the US’s perverse practice in the field of disarmament and international security, and strongly refuted and resolutely attacked the US side. Geng Shuang said that China clearly rejected the groundless accusations made by the US representative on China’s arms control policy in his speech. China has always opposed the arms race, adheres to multilateralism, implements arms control treaties, and supports dialogue and cooperation in the field of security. First, they are obsessed with militarism. The U.S. military spending is always the highest in the world, reaching more than $700 billion in 2019, accounting for nearly 40% of the world’s total military spending, exceeding the sum of the military expenditures of the 10 countries ranked behind the United States. < / P > < p > 2. Regain the Cold War mentality. In the “national security strategy report” and “Nuclear Posture Review Report”, the United States has openly positioned China and Russia as strategic competitors, exaggerating external threats and provoking confrontation among major powers; < / P > < p > 3. Pursuing unilateralism. The United States withdraws from the “China Missile Treaty”, withdraws from the Iran nuclear comprehensive agreement, cancels the signing of the arms trade treaty, takes a negative attitude towards the extension of the new strategic arms reduction treaty, and takes a naked and practical attitude towards the multilateral and bilateral arms control treaty system. < / P > < p > 4. The United States has constantly upgraded its nuclear arsenals, lowered the threshold for the use of nuclear weapons, evaded its special responsibility for nuclear disarmament under the pretext of the so-called “trilateral negotiations”, and even discussed the issue of restarting nuclear tests in the near future. < / P > < p > 5. On the issue of nuclear non-proliferation, the United States pursues double standards, indiscriminately imposes unilateral sanctions, rectifies dissidents through hot issues such as the Iranian nuclear issue and the North Korean nuclear issue, and promotes the geopolitical agenda. < / P > < p > 6. Breaking the strategic balance. The United States has deployed anti missile systems in the Asia Pacific region and central and Eastern Europe, seeking to deploy land-based midcourse missiles in the Asia Pacific region and Europe in an attempt to strengthen its military presence and establish absolute superiority; < / P > < p > 7. Blocking biological arms control. The United States exclusively opposes the negotiation of the verification protocol of the biological weapons convention, hinders the international community’s efforts to verify the biological activities of various countries, and becomes a “stumbling block” in the process of biological arms control. As the only country in the world with chemical weapons inventory, the United States has repeatedly delayed the destruction time of chemical weapons and passively fulfilled its obligations, which has become the biggest obstacle to the establishment of a “chemical weapon free world”; < / P > < p > 9. Promoting Star Wars. The United States has set up a foreign air force, set up a space command, and accelerated the development of space weapon tests and military exercises, threatening the security of outer space and seriously departing from the concept of peaceful use of outer space. < / P > < p > X. building a hacker empire. Through “prism plan” and other activities, the United States has carried out network attacks and monitoring activities in the world, vigorously developing network combat capability and attempting to dominate cyberspace. According to Geng Shuang, unilateralism, exceptionalism and bullying are not feasible. As the most powerful and most advanced country in the world, the United States has special and priority responsibilities in the field of arms control and disarmament. It is hoped that the United States will work with other countries to promote the process of international arms control and disarmament and maintain global strategic security and stability.
