Beijing issues regulations on traditional Chinese Medicine

On November 27, the 26th meeting of the Standing Committee of the 15th Beijing Municipal People’s Congress passed the regulations of Beijing Municipality on traditional Chinese medicine, which will come into effect on May 1, 2021. According to the regulations, prevention and treatment of traditional Chinese medicine will be included in the emergency mechanism of public health emergencies, and provisions are made on the service guarantee of traditional Chinese medicine, personnel training and transmission, scientific research and innovation and development. < p > < p > < p > the regulations require that each district should set up at least one TCM medical institution which is responsible for the function of regional TCM medical center. General hospitals, maternal and child health care institutions and specialized hospitals where conditions permit shall set up departments of traditional Chinese medicine, equipped with beds for doctors, pharmacists, Chinese medicine or integrated traditional and Western medicine. Community health service centers and township health centers shall set up TCM departments and be equipped with a certain number of TCM doctors; community health service stations and village clinics with conditions shall be equipped with doctors who can provide traditional Chinese medicine services, and shall be equipped with necessary equipment and facilities for diagnosis and treatment of traditional Chinese medicine; if the village health service room does not have the conditions to provide traditional Chinese medicine services, the township health centers shall arrange for TCM doctors to visit 。 Medical institutions of traditional Chinese medicine run by social forces enjoy the same rights as those run by the government in terms of the fixed-point and grade evaluation of basic medical insurance. The regulations specifically put forward that the municipal and District People’s governments should incorporate the prevention and treatment of traditional Chinese medicine into the emergency mechanism of public health emergencies, strengthen the reserve of emergency materials, equipment, facilities, technology and human resources of traditional Chinese medicine, and include professional and technical personnel of traditional Chinese medicine into the emergency rescue team of the city. TCM medical institutions at or above the second level set up by the government shall establish infectious diseases departments according to the standards.
